Rouxls before confronting the party, Chapter 1
Rouxls Kaard (JP: ルールノー・カァドー Rūrunō Kaadō[2]) (pronounced "rules card"[3]) is a Darkner from the Card Kingdom and a recurring miniboss in Deltarune. He proclaims himself the "Duke of Puzzles" and is a servant of King in Chapter 1.
In Chapter 1, he challenges the party multiple times throughout Card Castle to complete his trivially easy puzzles, then forces the party to rematch against K. Round. In Chapter 2, he enters the inventory and is taken to the Cyber World, where he attempts to work for Queen and challenges the party in Queen's Mansion as a mini boss. He reappears as a secondary antagonist in Chapter 3, where he attempts to become Tenna's second-in-command by forming a polycule with Lanino and Elnina, and fights the party as a miniboss again.
Rouxls has a shop on Card Castle's Floor 5F, which contains three pieces of equipment and a consumable. His wares are:

Rouxls Kaard is a tall, humanoid Darkner. His head is diamond-shaped, and his face consists of two eyes, which droop downwards, and a large, usually-grinning mouth, which has a dark streak on its left side, giving him a slightly melted look. Rouxls's hair as well as his outline are white in color, and his clothing and skin are the same royal blue. When in his shop, Rouxls appears black instead of blue. He wears a suit with epaulets in all of his appearances, but occasionally adds a hat or accessory to his outfit. He is considered physically attractive by some characters,[4][5] while others mock him for parts of his appearance.[6]
In the Light World, Rouxls is represented as the Rules Card from the two Cards.
Rouxls is very opportunistic and egoistical, always striving to improve his own standing by becoming second in command to a powerful ruler. Despite this, he has no strong convictions and tends to show signs of hypocrisy in some cases to improve his image, displayed by his decision to change sides by being beaten in battle after being loyal to King in Chapter 1[7] or when he lies about his intention to get Lanino and Elnina back together.[8] He claims to be the Duke of Puzzles, but is an incompetent puzzle maker—all of his puzzles are very simple block pushing challenges. The blocks he uses in puzzles reappear in his Chapter 2 battle and one appears as the Rouxls Block in Chapter 3. He also vandalizes clues on puzzles he did not create, in order to make them "harder".
Rouxls tends to irritate other characters, who describe him as weird and unbearable.[9] He has a habit of inserting himself in other people's plans when he is unwelcome, and is described as someone who "will appear even if unhired". His accent and complicated wording also tend to be confusing and grating to others. Despite this, Rouxls is often able to convince some Darkners to aid him or fight for him, though they usually abandon him after growing tired of him.
Lancer considers Rouxls to be his "lesser dad". Rouxls is alternately irritated with and endeared by Lancer and his antics.
As shown by his short-lived relationship with Lanino and Elnina, Rouxls Kaard tends to treat his partners poorly, failing to understand their feelings, and egotistically assuming they think the best of him. Their relationship also shows that he is polyamorous and bisexual.
Rouxls Kaard attempts to use Early Modern English speech patterns, presumably to appear educated, but it is highly inaccurate. Most commonly, Rouxls replaces most instances of "you" with "thou", but rarely conjugates the verb for agreement; for example, "Thou workest the job." Instead, Rouxls will randomly add "-est" and "-eth" suffixes that should appear with archaic conjugation to any word in a sentence. He furthermore attempts to use "thou" as a plural pronoun by adding -'re, when in Early Modern English it was for singular familiarity.[10] He will also needlessly add silent "e's" to the end of random words, thus implying wrongly lengthened vowels, e.g. "LOOK. GUYSE. I'M LOSTE. I DIDN'T MEAN TO MAKE A SHOP." in The Legend of Tenna. Sometimes, he haphazardly capitalizes phrases for emphasis.[11] When his pride is hurt, he doubles down by intensifying his misuse of Early Modern English to the point of incomprehensibility; when surprised or stressed, he tends to drop it altogether. Swatch insults Rouxls's pronunciation, stating "he stole [their] flower display for one of his 'boo-kettes'", implying a mispronunciation of the French-origin "bouquet".[12] In Chapter 2, Rouxls briefly attempts to use a stereotypical pirate accent in combination with his Early Modern English, but is quickly asked to stop.
In the Japanese translation of Deltarune, Rouxls speaks in a mix of old Japanese, modern Japanese, and English loan words.
After King came into power by locking away the other three kings, all puzzle makers were fired. King then appointed Rouxls Kaard as the new and only Duke of Puzzles to replace the old puzzle makers.[13] Some time before Kris and Susie enter the Card Kingdom, Rouxls vandalizes already existing puzzles in Field and Forest to make them more difficult. In doing so, he purposefully breaks rules of the puzzles, only to comment that "[he] makes [his] own Rules". He appeared to be one of the few Darkners who enjoyed King's rule, as he was placed into a position of power.

After the party reaches Card Castle's second floor, Rouxls traps them in a room with a puzzle, preventing them from leaving before the puzzle is solved. The party manages to solve his puzzle with a one-step solution, and he disappears, allowing the party to continue. However, he appears again on the fourth floor, under similar circumstances. He forces the party to solve his "ultimate puzzle", which simply adds another space to move the box. Upon completion, Rouxls claims that "wasn'tst REALLY [his] ultimate puzzle", and when asked to show the true ultimate puzzle, he quickly flees.
Eventually, the party reaches the fifth floor, where Rouxls's shop can be found. He claims to have set the shop up to garner funds for his schemes to defeat the heroes. After the party continues on towards King, Rouxls interrupts them, and enhances a C. Round with a Control Crown; turning it into a K. Round, which he then has the party fight. After the K. Round is defeated, Rouxls's alliance immediately shifts, as he tries to explain to the party that he was simply testing their abilities all along. After claiming that he no longer poses as an obstruction to the party, he goes away.
After King is overthrown, Rouxls can be found on Card Castle's roof, congratulating the party. He is positive that "History shall not forget - The tale of Rouxls Kaard, and the Three Heroes!" Upon mention of his loyalty against them, he attempts to sell out the heroes for their silence.
When the party decides to leave Castle Town, Rouxls accompanies them in Kris's pocket, alongside Lancer.
As revealed by Swatch, Rouxls had tried to become "Butler Supremeth" of the Color Cafe, but was kicked out accordingly, leaving the Swatchlings to have to clean up the worms he left on the floor.

Eventually, during Kris and Ralsei's ride through Queen's battery acid lake, Rouxls appears again, riding the rebuilt Thrash Machine the party designed and destroyed during Chapter 1, and challenges Kris and Ralsei to a game of houses. During the fight, he uses different attacks based on the parts the machine is composed of. The fight can be ended either when one player is no longer able to place houses, or when Rouxls's HP is depleted. The way the fight is ended has no long-term impact, though defeating him violently will change his dialogue immediately afterwards.[14]
Whether the game was a win, loss, or draw, the outcome is the same: All of Rouxls's body except his head turns to stone, much like Lancer does earlier, as he falls off the Thrash Machine with a "GOD" "DAMMIT", his tumble causing the middle houses and the Thrash Machine to be flung away in the process. Returning to the Color Cafe and mentioning Rouxls again after this has Swatch commend the party for defeating him.
Right before the final showdown with Queen, Rouxls offers the Thrash Machine he rebuilt to aid the party to fight her in her own mech, using the head of the machine he uses during his encounter, which unlocks different ACTs for the battle.
If all Darkners from the Cyber World were recruited, he comes in at one point during the conversation between King and Queen and claims that the latter has a "nyew Man about Towne", to which the two show confusion. This prompts Rouxls to leave posthaste, after which King mentions about him being Lancer's "lesser father".
On the Weird Route, Rouxls has already turned completely into stone, blocking the entrance to the Color Cafe within Queen's Mansion. After Susie asks Ralsei why is there a statue of Rouxls there, Ralsei explains that Rouxls is not compatible with the Cyber World and notes that they should take him to Castle Town.

In the pre-show area, Rouxls yet again expresses his desire to work for someone, as he wants to become Tenna's second-in-command. In the Desert Board, he appears only if the party idles in front of the small pyramid before entering it, then backtracks in the following room to find him standing next to a third "smaller pyramid".[15] After completing the board, Rouxls can be found doing makeup in the S-rank changing room with a Rabbick wishing for an autograph from him.
In the Island Board, he somehow accidentally starts a shop, where he sells a useless block for 1 POINT. Later in the board, Lanino (or Elnina, depending on the outcome of the earlier break-up) is revealed to be dating Rouxls, much to the shock of the other. Rouxls decides to date both Lanino and Elnina, commentating that he now has his own "battle throuple". This is short-lived, however, as both Elnina and Lanino dislike Rouxls. In the Green Room, Rouxls sits together with his new lovers on the right couch, unaware that the party had already done the Cooking Show physical challenge.

In the Cooking Show area, Rouxls appears, alongside Elnina and Lanino, wearing a chef's hat. While he first states that he will not initiate a battle, he does soon after. At the start of his miniboss battle, he uses some rules cards to transform the Battle UI, restricting the player's options to ACTing and forcing the party to end the fight through pacifism. He then commands two Shadowguy duos to attack the party, which they do through cat-themed attacks. Lancer recruits both sets of Shadowguys, which Rouxls responds to by commanding Elnina and Lanino to attack. Due to their failure to correctly aim their attacks, Rouxls brings in a laser pointer to direct the duo's attacks. After Lancer helps convince them to leave Rouxls's side, the battle ends, the throuple breaks up, and Rouxls runs away with a snack bowl.
Unlike previous Chapters, Rouxls Kaard does not appear in any new Dark World in Chapter 4. However, he can be found in both Queen's and Tenna's rooms in Castle Town, disguised as a lamp. He also presumably fights in the Party Dojo fight against Lanino and Elnina, as a lampshade heavily implied to be from Rouxls appears as a bounceable attack near the end of the challenge.
In the UNDERTALE 6th Anniversary stream, Toby Fox remarked that he thought everybody was going to hate Rouxls when he made him.[16] This was in part due to Gigi D.G.'s negative reaction to Rouxls.[17]
Toby had created a battle track named Epic Rouxls Battle, but scrapped as he realized Rouxls seemed like an enemy who could be defeated in one hit, and is "not very epic at all".[18] As of Chapter 2, It's Pronounced "Rules" is instead a less intense battle theme for Rouxls.
In a Nintendo DREAM Q&A, Toby states that Rouxls constantly seeks to be second-in-command to be important, but does not want the responsibility of leadership.[19]
In ISSUE 5 - Winter 2024 of the Newsletter, three random Valentine's Day cards were included in the email version of the Newsletter. Rouxls has a total of four different Valentines cards, with two being common, one is rare, and one is extremely rare.
The first is an extremely rare card, where Rouxls expresses interest in the other Valentines senders.[20] The second is a common card, meant for Queen. However, he does not remember what she looks like, so he gives the card to anyone.[21] The third is a common card puzzle, meant for the recipient. However, Rouxls dislikes how this puzzle is solved.[22] The fourth is a rare card which compliments the third. Rouxls explains the proper solution to the puzzle.[23]

Other than the box attack (which Rouxls can always use), his attacks depend on the parts that were used to make the Thrash Machine.
- Boxes appear from the top of the screen and fall down, lowering the bullet board once they hit the bottom.
- Lasers snake around the bullet board, like one of Werewerewire's attacks. [Laser head]
- The Thrash Machine moves into the bullet board shooting rockets in the air that fall down when the Thrash Machine moves back. [Tread shoe]

- The Thrash Machine charges across the bullet board. If the whole machine is a duck, this attack explodes for 1 damage if it touches the SOUL. Otherwise it continues moving for moderate damage. [Duck shoe]
In this battle, there is a board of colored houses, where the party is red and Rouxls is blue. The party can take houses with the "Take House" ACTs, allowing turning a white house, that is adjacent (including diagonally) to an existing red house, red. Houses are taken one at a time, but there may be multiple houses taken in a turn. Rouxls takes houses on his turn with the same rules (except blue).
The following ACTs are available:
- Kris can "Take House", from 1 to 4, the first being free, while the others having an increasing TP cost depending on the number of houses (14% for 2, 24% for 3, 32% for 4), with the last two options also requiring Ralsei's turn.
- Ralsei's R-Action is replaced by "Distract", which makes Rouxls Kaard place one house less the next turn; however, it is guaranteed to fail if selected again right after it was used in the previous turn. After the act failed, it needs to be selected two times in a row again before it can fail.
The battle ends once either player tries to place a house but is unable to. This makes the fastest strategy to rush to the bottom right corner to block Rouxls off as soon as possible.
During the initial Queen's battery acid lake ride before this battle, it is possible to "graze" the little houses, turning them blue, each one adding 4.28% TP to the start of the fight (7 houses for 30% TP).

Rouxls does not have any attacks of his own, instead relying on the attacks of the enemies he summons.
- First pair of Shadowguys:
- Shoots biplanes that have banners reading "rouxlsrules" at the SOUL.
- Shoots a helicopter across the top of the battle box that drops down parachuting rabbits.
- Second pair of Shadowguys:
- Balls of yarn arc into the bullet board. The yarn is Puppet/Cat element.
- Elnina and Lanino:
- A large amount of raindrops fall down from above the bullet board, along with some large moons that enter at an angle. After a short time, Rouxls commands the lovers' projectiles to go to the left, after which they will all spawn at and attack that side. Then, it switches to the right. After that, Rouxls brings out a laser pointer and the projectiles will instead follow the pointer instead of new projectiles spawning.

At the start of the battle, no options are available as all options are simply ACT.
When Lancer appears after 2 turns, there is a LANCER option that appears amidst the ACT options. This LANCER moves to the right and wraps around. If hit successfully, it speeds up for the rest of the turn. Selecting this option increases the amount of MERCY gained in that turn.

In addition to the LANCERs, if any party member has less than a third of their maximum HP, or the sum of the party's HP is less than half the sum of their max HP (245 if pacifist), a HEART option also appears. Selecting it heals the party, and speed up later turns in the same way as if a LANCER was chosen. However, the HEART option itself is not affected by the increased speed.
The fight advances once the mercy reaches 100%, and Rouxls summons a new pair of Shadowguys. After this point, there is a grid of ACT options instead of only one row, and ROUXLS options appear falling down from the top to the bottom. If the selector is ever on a ROUXLS, it is automatically selected without pressing Confirm. After 2 ROUXLS, a LANCER will spawn. If missed, this pattern repeats. The HEART still appears in addition to this pattern; if not collected, it immediately appears at the top again. Additionally, if Ralsei takes 2 hits, this phase is skipped entirely.
Once mercy reaches 100% again or two hits are taken, the fight advances and Lanino and Elnina are summoned. The options work the same way, but now there are 4 ROUXLS before a LANCER appears. The battle ends once their mercy reaches 100%.
If 33 seconds (1000 frames) pass in a turn, LANCER will be replaced by a "dog" button.[24] Selecting it will cause all options get replaced with it. Selecting it again will cause the Annoying Dog (who is riding in a UFO) to drop down onto the screen. It tense jump outs and show a title card that says "Annoying Dog joins the battle!", stylized as a Super Smash Bros. reference.

- Rouxls refers to the party as "worms", similar to how I. M. Meen often refers to the protagonist as "bookworm".
- Rouxls's line "Chips Ahoyeth, landlubbers!" is almost certainly a reference to Chips Ahoy!, a well-known brand of cookies, which is, in turn, a play on the words "Ships ahoy", a nautical expression. There is a chance it is also a reference to computer chips, since the Chapter's Dark World is based on technology.
- Despite having an eyepatch as part of his pirate outfit, it does not appear on his dialogue portrait. This may be an oversight.
- During his Chapter 3 battle, Rouxls appears to be wearing the eyepatch from his pirate outfit when facing the side. This appears to be an oversight due to parts of his pirate sprite being reused for his chef outfit.
- In the fight with the Thrash Machine, a small text box next to Rouxls with the text "HEY" appears in time with the end of the song. This only happens during Kris and Ralsei's turns.[27]
- Given the Chapter's digital theming, Rouxls Kaard posing as a pirate in Chapter 2 may be a reference to internet piracy, the crime of acquiring paid software or files free of charge.
- Before Chapter 3 was released, some snippets of localization dialogue for Rouxls Kaard about the Cooking Show were showcased in the Summer 2024 Undertale/Deltarune Newsletter.
- In the Island Board, a photo can be taken of him with the camera. Doing so decreases the player's POINTs by 1.

- Prior to being properly shown for his Chapter 3 boss fight, Rouxls's dance animation was first featured as part of the Undertale + Deltarune collaboration DLC pack for the rhythm game Groove Coaster: Wai Wai Party!!!!.[28]
- Rouxls's dance animation may be a reference to the popular game Lethal Company, being similar to the dance that can be performed during gameplay. The other characters in the fight also dance in ways which reference other media.
- Rouxls's rules card functions the same as the card Tenna uses during his The Legend of Tenna encounters, disabling all actions aside from ACTing. The reason for this is explained in dialogue during the battle with Rouxls in Chapter 3, as Rouxls states that he has secretly "traded" Tenna's debit card for a rules card, hoping Tenna would allow him to use it.[29]
