Scarf Lady is a yellow horned rhinoceros-like monster wearing a scarf.
Scarf Lady is encouraging toward those who study, though she harbors a strong dislike for libraries, considering them outdated compared to newspapers.
In Chapter 2, Scarf Lady appears standing next to Sans's grocery store. She says that she noticed Kris and Susie coming out of the library after studying there, while noting her personal dislike of libraries. She then comments that libraries are outdated, now that Hometown has newspapers.
In Chapter 5, Scarf Lady appears in the crowd during Pizzapants's performance in front of Noelle's House.
In Undertale, Scarf Lady appears at Snowdin Town's library.
