The Normal NPC[2] is a Lightner from Hometown in Deltarune. They first appear in the library in Chapter 1, proclaiming their love for reading books, but proceed to act strange in later Chapters.
The Normal NPC is a light blue bird monster that has a large head, large yellow eyes and beak, a long neck, short wings, and stubby feet. A yellow stripe runs across their neck, wrists, and torso. They appear to angle their head downwards, as if leaning over.
The Normal NPC initially presents themselves as an eccentric lover of books, who speaks with few words and pauses while speaking. However, as the game progresses, their dialogue begins to degrade, becoming more frantic and halting.
Although they are never named in-game, the Normal NPC's sprites are internally named spr_normalnpc,[2] and several object variables refer to them as bird_npc.[1]
In Chapter 1, the Normal NPC appears in the library's first floor, blocking the stairwell to the second floor. If Kris interacts with them, the Normal NPC states their love for reading books, and excitedly recommends the books on the second floor.[3] Interacting again causes them to reiterate their love of reading books, without the mention of the second floor, oddly instead saying "especially... the books" instead of upstairs.[4]

In Chapter 2, the first two bookshelves containing How To Care For A Human and Book 1 about SOULS on the library's second floor are available, though the Normal NPC blocks the west end of the bookshelves. Thus, Kris cannot inspect the four other bookshelves. When interacted with, the Normal NPC reiterates their love of reading books, particularly the books upstairs, despite already being on the second floor;[5] the Library does not appear to have a third floor. Interacting again causes them to state their love of reading, especially books.[6]

During the daytime in Chapter 4, they are still upstairs in the library, having moved slightly to the left, allowing Kris to check the third bookshelf containing a book about Monster Funerals. They begin to repeat their prior speech about their love of reading, but then interrupt themselves as if they were realizing something.[7][8]
If a Completion FILE was used where Kris was polite to Onion at the lake, the Normal NPC can appear at the end of the lake path. After Susie notices Onion is absent, Kris can revisit the lake to find the Normal NPC, including when it rains. When spoken to, the Normal NPC erratically emphasizes that Kris should not "wait".[9] They disappear from the spot after Kris leaves, though they can be found in the library before it rains.

The Normal NPC can be found selling "Fried dough balls. Of Octopus" for "only 2G" (which is then immediately changed to "only for free") at the Festival. This shop is the only time "G" is mentioned as a currency in Deltarune; in Undertale, it stands for "GOLD" and is the primary currency used in the Underground. This oddity is noted by the Scared Donut Guy, who states that he bought one of the "fried dough balls" for 2G while not even knowing that he "had G".[10]
The fried dough balls are described as tasting like "raw onion",[11] and follows the disappearance of Onion in Chapter 4 and the Normal NPC's apparent attempt to prevent Kris from talking to Onion. If the fried dough ball is given to Kris, they eat it and open a fortune paper inside which tells them to try the discount code "B A L L";[12] this is likely a reference to the easter egg in Undertale, where, if the player inputs "Ball" at the Main Menu, a jingle plays.[13] During the Weird Route, Susie mentions that the Normal NPC did not appear at their stand when she was at the Festival.[14]

A character greatly resembling the Normal NPC makes an appearance in Undertale, as one of the Gaster followers. They are entirely grayscale and relay the history of W.D. Gaster. They were the only follower who did not resemble a preexisting Undertale character.
