Town Hall
The Town Hall (JP: まちやくば), also known as City Hall,[1] is a building in southern Hometown, east of the central road and the church. Carol performs her mayoral duties here, and Hand Receptionist works behind the desk in the reception area.
In Chapter 1, Hand Receptionist can apologize to Kris, and they explain that Carol is busy. Interacting again causes the receptionist assume Kris is there to complain about Alphys being their teacher. Business Guy blocks the door to leading to Carol's office. If spoken to, he insults Kris and tells them to complain to the police instead. Politics Bear explains Carol's productivity, though mentions her lack of charisma and "icy" temperament.
In Chapter 2, Hand Receptionist can mention that Carol is busy preparing for the festival.[2] Business Guy still blocks Carol's office door. He demeans both Kris and Susie, despite not actually working in Town Hall. Politics Bear mentions that Business Guy has been trying to get him to look at his briefcase's contents. Purple Guy can also be found here, this time enthusiastically wearing a suit. However, he still wears an ICE-E mascot head.

In Chapter 4, Ice Wolf can be found setting up garlands for the festival outside, mentioning that Carol ordered them to buy flowers from Asgore.[3]
Inside, Politics Bear becomes disillusioned with the political system as he has only been able to stand around and look important. Business Guy continues to block Carol's office door, but loses his "briefscase", mentioning that Carol "killed [it] with a katana". Hand Receptionist accidentally tells Kris that Carol only keeps important items at her home, something that Noelle also mentions earlier in the church.

The interior of Town Hall is a square room with a gray tiled floor and pale cyan walls. A waiting chair is situated at the bottom-right corner, and a small tree is situated at the top-right. On the northern wall next to the tree is a sepia painting depicting Hometown. In Chapter 2, Purple Guy stands near the tree.
Extending from the center of the northern wall, below the painting, is the reception desk, on top of which are several papers, a stapler, and a book. Politics Bear stands to the right of the desk. Hand Receptionist mans the desk, and Business Guy blocks the opening the desk leaves behind to the left. The door to Carol's office is situated behind Business Guy.
